Libya Local Governance and Civil Society Activity
IT SPECIALIST
Project Background:
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:
Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda
Purpose:
The IT Specialist will support all IT needs for the LGCS program and staff, including overall network administration, troubleshooting, and maintenance of IT and communication equipment.
Responsibilities and Key Tasks:
- Server and server application maintenance (Hardware integration, Windows server maintenance, LAN and WAN connectivity, anti-virus installation and maintenance).
- Client computer hardware and application installation and configuration and maintenance of Laptops, Desktops, MS Windows, MS Office, Lotus Notes and other mail clients, anti-virus and other project software;
- Performs network administration activities to include: performing back-ups, restoring files, adding or deleting users; checking space requirements; applying and monitoring security patches for all operating systems and server applications; installing and configuring network systems and workstation systems; and configuring router and firewall firmware and software.
- Troubleshoots employee computer and application problems; performs repairs as needed, provides feedback and recommends and implements solutions, upgrades and training.
- Checks systems to optimize performance and to initiate recovery action after system failures;
- Manages, controls, and secures all software
- Backup the servers on daily, weekly and monthly basis
- Makes suggestions for network hardware and software system improvements
- Creates and maintains effective inventory of IT and communication equipment
- Assists in procurement and evaluation of all IT technical equipment.
Qualifications:
- At least 6 years of experience.
- Experience in IT or a related field.
- Bachelor’s degree (or equivalent) in related field of study.
- Experience providing technical IT support, including remote support, preferred.
- Experience with international donor-funded projects or international organizations preferred.
- Oral and written fluency in English.
