Libya Local Governance and Civil Society Activity
HUMAN RESOURCES AND OFFICE MANAGER
Project Background:
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:
Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda.
Purpose:
The Human Resources and Office Manager will provide key human resources, administrative and organizational support to the LGCS project. S/he will ensure smooth operation of the Tripoli LGCS office and oversee human resources across all LGCS activity locations. This will be a busy and challenging role with a high level of prioritization and organization required. This position will supervise an Administrative Assistant.
Responsibilities and Key Tasks:
Human Resources
- Oversee human resources operations on the project, including recruitment, hiring, employee on‐boarding, staff orientation, performance reviews, and disciplinary action in compliance with donor rules and regulations, DAI policies, and local labor laws.
- Manage recruitment and the hiring process including the advertising of vacancies, shortlisting of resumes, scheduling and observing interviews, collection of required documents, reference checks, and salary history verification.
- Coordinate and supervise the preparation of employment agreements for staff.
- Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process.
- Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the Director of Finance and Operations or other senior staff members as needed.
- Ensure personnel files are stored in TAMIS for all long-term and short-term project staff.
- Work with Chief of Party to fill surge capacity technical needs, including identifying and hiring long‐term and short‐term technical experts in a timely fashion.
Office Administration
- Oversee the day-to-day administration of LGCS Tripoli office operations and logistics needs, including event and conference planning and project staff travel.
- Manage equipment maintenance with the relevant departments and the procurement of office supplies.
- Manage inventory of office property.
- Inspect goods or verify services, confirm delivery and receipt of goods, and monitor the use and disposition of goods.
- Oversee fleet and vehicle management, as required.
- Other office administration duties as may be assigned by the Director of Finance and Operations.
Qualifications:
- At least 7 years of professional experience.
- Experience in human resources, recruitment, office administration, and other relevant areas.
- Bachelor’s degree (or equivalent) in a relevant field.
- Working knowledge of local laws related to labor, personnel management, inventory management, and compliance.
- Knowledge of donor rules and regulations preferred.
- Experience with international donor-funded projects or international organizations preferred.
- Previous supervisory experience of office/HR teams and training experience preferred.
- High ethical standards and ability to handle sensitive and confidential matters.
- An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
- Oral and written fluency in English.
