Introduction
The new USAID Jordan Public Financial Management Activity is recruiting for multiple positions. The team is looking for extremely well organized and self-directed individuals with sound technical skills, analytical ability, good judgement, and strong operational focus.
Project Background
The Jordan Public Financial Management Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include:
1) improving the revenue raising system;
2) streamlining the budget management process;
3) optimizing public expenditure management; and
4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

Results Oriented Budget Lead
- Position Summary: Manage objective 2 of PFMA: Streamline Efficient Budget Management Processes
- Bachelor’s Degree required, Master’s degree preferred
- 12+ years of experience required
Cross-Cutting PFM Reform Lead
- Position Summary: The Crosscutting PFM Lead will work in close collaboration and consultation with counterparts, be ready to respond to opportunities and unplanned or unexpected TA needs for crosscutting PFM reform and with the Chief of Party will launch efforts to scope and propose to USAID and GOJ counterparts specific Objective 4 activities.
- Bachelor’s Degree required, Master’s degree preferred
- 5+ years of experience required
Government Financial Management Information System (GFMIS)/IT Advisor
- Position Summary: Complete the roll-out of GFMIS into the new centralized entities.
- Bachelor’s; master’s degree preferred in engineering and with concentration in IT systems development
- 15+ years of experience required
Economic Policy Analysis and Forecasting Advisor
- Position Summary: Build the economic analysis capacities at the MOF and ISTD to project the revenue impact of policy changes by helping analysts update assumptions, incorporate new risk variables, and provide other TA required for MFU analysts to produce original economic research and policy notes with their existing models
- Advanced degree in economics and advanced quantitative methods and macroeconomics quantitative analysis tools and models;
- 7+ years of experience required
Monitoring Evaluation and Learning Director
- Position Summary: The MEL Director will develop monitoring, evaluation and reporting systems and include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting.
- Bachelor’s Degree required, Master’s degree preferred
- 10 years of experience in donor-funded projects in Jordan, 5 of which are in management positions.
Project IT Manager
- Position Summary: responsible for managing and responding to all IT and database needs of the Amman office, including system installations, maintenance, work closely with TAMIS administrator on TAMIS database trouble shooting and maintenance, MEL Database design and maintenance, and provide support and technical consultations to clients.
- Bachelor’s Degree required, IT certifications a plus
- 8+ years of experience required
Senior Finance Manager
- Position Summary: lead finance teams and play a pivotal role in overseeing adherence to USAID and DAI regulations, the project’s Field Operations Manual (FOM), contract requirements and limitations, financial policies, procedures, controls, and reporting systems
- Bachelor’s Degree required, MBA or CPA preferred
- 10+ years of experience required, 6 years on USAID programs
HR and Office Manager
- Position Summary: manage all of the day-to-day aspects of human resources and office management
- Bachelor’s Degree required
- 8+ years of experience required
Senior Accountant
- Position Summary: provide accounting and financial analysis support to the project office and will ensure submission of financial reports based on internal deadlines
- Bachelor’s Degree required, MBA preferred
- 6+ years of experience required, 2 years on USAID programs
