DAI seeks an experienced Chief of Party for the anticipated USAID-funded Urban Municipal Governance Project in Guatemala. This project will focus on improving governance and service delivery in municipalities most at-risk of violent crime trust in local governance and the services they provide. The Chief of Party will provide overall technical, administrative, and financial management leadership; prepare, review and monitor contract reporting and deliverables; oversee the recruitment and engagement of local project staff and manage personnel on the project; liaise with the DAI home office, donor personnel, and project partners; and provide technical implementation expertise**.**
Position Summary:
The Chief of Party must have strong management and leadership skills and actively engage in all aspects of program management. S/he will serve as main point of contact between USAID and DAI and will have close, daily collaboration with the client and project in-country staff.
Responsibilities:
Serve as DAI’s representative to USAID and all other partners and stakeholders.
Responsible for management, oversight, and reporting of performance in meeting the activity undertakings in this program.
Responsible for making key decisions and solving problems while ensuring operational and program integrity.
Provide direct design, management, and oversight in improved management, administration, and coordination among key public institutions; strengthen accountability, responsiveness, and transparency in key public institutions; and in coordination with partners and stakeholders work to reduce vulnerability of at risk populations.
QUALIFICATIONS:
Master’s degree in relevant field strongly preferred - public management, public financial management, accountability, or other relevant fields.
Minimum10 years of experience in a senior leadership role, i.e. Project Director, Chief of Party, or Team Leader equivalent on similar USAID-funded programs.Prior experience working with municipal governance and crime and violence reduction.
Demonstrated understanding of local government management, finance, and operations.
Experience managing large, multi-million dollar complex projects focusing on local governance. Projects valued +$20 million preferred.
Strong communication and presentation skills.
Experience working in Latin America with experience in Guatemala preferred.
Experience with local government capacity building, municipal service delivery, citizen engagement, institutional capacity building, crime and violence reduction strategies, and public financial management.
Must be fluent in English and Spanish.
