Honduras: COP, USAID/Honduras Municipal Governance

Proposal Summary:

DAI is seeking a COP for an anticipated USAID -funded Honduras Municipal Governance program. The goal of this program is to provide municipal governments with the means to strengthen livelihoods, income, and human capital through improved decentralized services and increased citizen participation. The COP will provide overall technical, administrative, and financial management leadership; prepare, review and monitor contract reporting and deliverables; oversee the recruitment and engagement of local project staff and manage personnel on the project; liaise with the DAI home office, donor personnel, and project partners; and provide technical implementation expertise**.**

Position Summary:

The COP must have strong management and leadership skills, and will be actively engaged in all aspects of program management. S/he will serve as the main point of contact between USAID and DAI and will have close, daily collaboration with the client and project in-country staff.

Responsibilities:

  • Serve as DAI’s representative to USAID and all other partners and stakeholders.

  • Provide oversight and ensure smooth integration of all components of the project.

  • Responsible for making key decisions and solving problems while ensuring operational and program integrity.

  • Responsible for management, oversight, and reporting of performance in meeting the activity undertakings in this program.

  • Provide direct management and oversight in the design, development and implementation of institution-building and capacity-building trainings and technical assistance.

  • Engage local government leaders during training workshops and activities by facilitating their priorities and ideas for enhancing the quality of local governance and the participation of citizens.

    Qualifications:

  • Master’s Degree in social sciences, international development, economics or a related field and at least fifteen (15) years of experience (or a relevant Bachelor’s degree with at least 20 years of experience) as a senior project management specialist in the implementation and management of international development projects.

  • Prior experience in implementing local government programs in Honduras or Latin America.

  • Technical expertise in improving sustainable livelihoods, income, and human capital.

  • Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.

  • Financial management experience, including budgeting; overseeing grants management; financial management (tracking, reporting and accounting); and procurement. USAID Chief of Party experience preferred.

  • Experience managing large, multi-million dollar complex projects focusing on local governance. Projects valued +$20 million preferred.

  • Must be fluent in English and Spanish
